requirements. Rental choices range from 1, 2, 3 and 4-bedroom townhomes, apartments and duplexes; some units
are specifically designed to meet the needs of persons with disabilities. Many homes include attached 2-car
garages and landscaped front and back yards. All CHS properties are high quality and well maintained. Properties
include Douglas Park Place, Cascade Garden and Lynden Lane.
Project-Based Voucher (PBV) Program
Douglas Park Place is located at 720 – 9th Street in Rock Island, Illinois. Built in 2006, the property consists
of eight town house style units including 2 – two bedroom and 6 – three bedroom apartments. Each apartment has a
laundry room with washer and dryer hook-ups. The kitchen, laundry room and bathrooms have vinyl flooring. The remainder
of the home includes wall-to-wall carpeting. The kitchen includes a range, refrigerator, microwave and dishwasher. The
two bedroom units have 1.5 bathrooms and the three bedroom units have two full bathrooms. Two apartments are ADA
accessible. Both units include three bedrooms and 1-bathroom. The one- and two-story wood-frame homes have sided
exteriors and range in size from 1,158 square feet to 1,564 square feet. The front and back yards are landscaped with
plenty of room for children to play. Private off-street parking is located in the back of the building. Rent is based
on income. A $150.00 deposit is required. Tenant pays gas and electric. Pets are welcome. A cat or small dog will require
an additional $150.00 deposit. There is no deposit for two caged birds or for fish tanks up to 20 gallons. Douglas Park
Place offers preferences for persons currently attending or having successfully completed Substance Abuse Treatment
within the last six months. A secondary preference is given to Victims of Domestic Violence. Financial assistance for
Douglas Park Place is provided by the Rock Island Housing Authority (RIHA) Section 8 Project-Based Voucher (PBV) program;
which is a component of the RIHA Section 8 Housing Choice Voucher (HCVP) program.
Cascade Garden is a 70-unit facility with three beautifully designed buildings on 9.5 acres of landscaped grounds
situated between 5th Street and 9th Street at 2739-9th Street in Rock Island, Illinois. The complex includes 8 two-bedroom
units, 46 one-bedroom units and 14 three-bedroom units. The main building includes a community room with a full kitchen,
a computer lab with internet access. The apartments at Cascade Garden are ADA accessible and include wheelchair access,
ramps, wider doorways, lower cabinets and roll-in showers. The property provides high-quality affordable housing, offers
independence, accessibility and visitability.
The one-bedroom apartments offer 597 square feet of living space. Bedrooms are carpeted. The kitchen and living room
offer an open floor plan with ceiling fans, a breakfast bar and sliding glass patio or balcony door. The kitchen includes
a stove, refrigerator, and dishwasher.

and a sliding glass patio or balcony door. Rent is $902 per month and includes gas heat and water.
Cascade Garden units include gas heat and water. All units include central air. Electric NOT included. $150 deposit
required. The property has an on-sight playground for kids, and private off-street parking. Pets are welcome, and
require an additional $150 deposit. Cascade Garden is near schools, on a bus route and walking distance from restaurants,
a convenience store plus grocery and drug stores.
Built in 2015, Lynden Lane includes 55 single-family homes and duplexes for lease. Rents range from $811 to $967
per month. A $300 deposit is required and utilities are not included in rent. The designs of the Lynden Lane homes are
similar to most single-family starter homes and duplexes in the area. The one and two-story wood-frame homes have a
combination of brick and vinyl sided exteriors and range in size from 1,758 square feet to 2,064 square feet with an
attached two-car garage, driveway, backyard patio, covered front porch, and landscaped front and back yards. Each new
home has a laundry room with a washer and dryer and every room has a ceiling fan.
